RESOLUTION NO. 68/NQ-TW OF THE 13TH-TENURE POLITIBURO - A BREAKTHROUGH IN PERCEPTION AND THINKING ON THE PRIVATE SECTOR DURING THE RENOVATION PERIOD

Abstract

Fully aware of the role and importance of the private sector for the sustainable development of the socialist-oriented market economy, the 13th-tenure Politburo issued Resolution No. 68-NQ/TW on private sector development. The resolution identifies the private sector as "the most important driving force of the national economy...; together with the state and collective sectors, the private sector plays a core role in building an independent, self-reliant, self-sufficient, and resilient economy associated with international integration... to help the country escape the risk of lagging and achieve prosperous development in the new era." This represents not only a breakthrough in the perception and theoretical thinking on private sector development but also a significant contribution to the Party's theoretical achievements regarding the direction of renovation and the unique socialist-oriented market economy specific to Vietnam. The article analyzes and clarifies the breakthrough developments in awareness, thinking, and the important contributions to the Party’s theoretical achievements after nearly 40 years of renovation.

IMPROVING THE INFORMATION TECHNOLOGY CURRICULUM AT THANH DO UNIVERSITY TO FULFILL EDUCATIONAL ACCREDITATION STANDARDS

Abstract

Curriculum improvement is essential for enhancing educational quality and meeting national accreditation standards. The Information Technology program at Thanh Do University has been accredited as meeting quality requirements. However, the introduction of Circular No. 04/2025/TT-BGDĐT dated February 17, 2025, by the Ministry of Education and Training, with its revised standards and criteria, requires a comprehensive review and update of the curriculum. This study applies a benchmarking approach by aligning program objectives, learning outcomes, curriculum design, and quality assurance activities with the new standards. The analysis is based on institutional self-assessment reports, external evaluation results, and feedback from faculty, students, and employers. Findings highlight gaps between current practices and the updated accreditation requirements, providing the basis for targeted recommendations. On that basis, the study proposes improvement strategies and implementation directions to support the university in meeting upcoming accreditation cycles, while enhancing program quality and institutional reputation in the context of higher education digital transformation.

POLICIES TO PROMOTE MULTILATERAL COOPERATION IN THE DEVELOPMENT OF AGRICULTURAL TOURISM IN VIETNAM: THE “SIX-PARTY LINKAGE” MODEL

Abstract

Agricultural tourism is emerging as a trend connecting the enhancement of agricultural product value and sustainable tourism development in Vietnam. This type of tourism not only contributes to product diversification, creating unique experiences for tourists but also increases benefits for participants in the supply chain. However, the current barriers to cooperation between stakeholders pose an urgent need for a more effective policy framework and coordination mechanism. Using qualitative methods, the study combines secondary data analysis and in-depth interviews with representatives from management agencies, businesses, farmers and social organizations at selected agricultural tourism destinations in Vietnam, the findings reveal that, alongside positive impacts, limitations remain due to the lack of consistency in the legal framework and support policies for collaborative agricultural tourism development. On that basis, the study proposes policies to promote cooperation in "Six-party linkage" (Government - enterprises - farmers - supporters - technologists - tourists), integrating the mechanism of co-creation and the application of digital technology to foster effective collaboration and promote sustainable agritourism development.

THE IMPACT OF CUSTOMARY LAW ON GENDER EQUALITY IN VARIOUS ASPECTS OF SOCIAL LIFE IN ETHNIC MINORITY AREAS OF TUYEN QUANG PROVINCE

Abstract

Gender equality is one of the Sustainable Development Goals (SDGs) to which both the United Nations and the Government of Viet Nam have committed. However, in ethnic minority areas, the progress toward achieving gender equality still faces significant obstacles due to the persistence of outdated customary norms that are inconsistent with legal provisions on gender equality. Customary law not only reflects distinctive cultural values but also embodies traditional gender stereotypes, which often create barriers to the equal participation of women and girls in various aspects of social life. This article examines the current impact of customary law on gender equality across different domains of social life in ethnic minority communities of Tuyen Quang Province. On that basis, it discusses several solutions aimed at promoting the positive role of customary law in advancing gender equality in the province.

THE EFFECTS OF LACTOBACILLUS FERMENTUM SUPPLEMENTATION ON IGA, HEMOGLOBIN LEVELS, AND COMMON ILLNESSES IN CHILDREN AGED 2 TO 5 YEARS

Abstract

This study aimed to assess the effects of Lactobacillus fermentum supplementation on mucosal immune response (IgA), hematological status (hemoglobin), and the incidence of common illnesses in children aged 2–5 years. A total of 465 participants were randomly assigned to three groups: control, L. rhamnosus, and L. fermentum, with a 6-month intervention period. Outcomes included serum IgA, hemoglobin concentration, and the frequency of gastrointestinal and respiratory infections. Children in the T2F group demonstrated significant improvements compared with controls, with increased serum IgA (+4.46 mg/dL, p < 0.01), elevated hemoglobin (+5.60 g/L, p < 0.001), reduced respiratory illness duration (p < 0.05), and a lower prevalence of anemia (24.8% to 16.5%). The efficacy of L. fermentum exceeded that of both the control and T1R groups. These findings indicate that L. fermentum supplementation enhances mucosal immunity, improves hematological status, and reduces the risk of common childhood illnesses, highlighting its potential as a nutritional strategy for community health programs.
