THE RECIPROCAL INTERACTION BETWEEN POLITICAL AND ECONOMIC INSTITUTIONS IN VIETNAM’S CURRENT DEVELOPMENT MODEL

Abstract

In development theory, the dialectical relationship between political and economic institutions plays a decisive role in determining the success or failure of a nation. In Vietnam, the traditional growth model, which has relied heavily on natural resources and low-cost labour, is approaching its limits. To achieve the goal of becoming a high-income developed country by 2045, it is urgently necessary to examine the mechanisms of interaction between these two institutional systems in order to remove existing institutional “bottlenecks.” Addressing this dilemma requires Vietnam to pursue more decisive and coordinated reforms of both its political and economic institutions. This article presents the theoretical foundations of the interaction mechanisms between political and economic institutions. It also analyses how these institutions influence the development of the green economy, the private sector, and the expansion of new development spaces. The discussion focuses on three key issues arising from the research findings. These urgent issues require Vietnam to take more decisive measures to improve the mechanisms of interaction between political and economic institutions within its current development model.

STRENGTHENING INTERNAL INSPECTION AND AUDIT ACTIVITIES IN HIGHER EDUCATION INSTITUTIONS

Abstract

In the context of educational governance reform and the expansion of university autonomy in Vietnam, improving the quality of governance in higher education institutions (HEIs) has become increasingly important. Internal inspection and auditing play a critical role in ensuring accountability, transparency, and compliance across various institutional activities, including teaching, scientific research, financial management, and administrative operations. However, the implementation of internal inspection and auditing in many HEIs continues to face several challenges, such as an inconsistent regulatory framework, insufficient and multi-tasking personnel, limited professional capacity, and inadequate application of information technology. This article analyzes the theoretical foundations of internal inspection and auditing, evaluates the current situation and major constraints observed in selected higher education institutions, identifies the underlying causes of these shortcomings, and proposes policy recommendations and practical solutions to enhance the effectiveness of internal inspection and auditing in the context of digital transformation and university autonomy.

ETHNIC MINORITY LANGUAGES IN VIETNAM: SOCIAL SPACES OF USE IN THE CONTEXT OF DIGITAL TRANSFORMATION AND SUSTAINABLE DEVELOPMENT

Abstract

In the current context of globalization, digital transformation, and international integration, the languages, including both spoken and written forms, of ethnic minorities in Vietnam are undergoing significant changes in terms of domains of use, social functions, and intergenerational transmission. Minority languages are not only means of communication but also repositories of cultural identity, indigenous knowledge, and collective memory of each ethnic community. However, under the impacts of urbanization, labor migration, cultural exchange, and digital media, many minority languages are facing the risk of a narrowing “social space of use,” a declining role in contemporary life, and gradual erosion among younger generations. Based on an analysis of the current situation of ethnic minority languages in Vietnam, particularly the use and preservation of minority spoken and written languages, this article identifies key changes and issues concerning the maintenance of the “social space of use” of minority languages in the context of globalization.

EVALUATION OF ANTIOXIDANT ACTIVITY AND ACUTE TOXICITY OF KALANCHOE PINNATA IN VIETNAM

Abstract

Kalanchoe pinnata is a widely distributed medicinal plant that has long been used in traditional medicine in Vietnam. This study evaluated the total antioxidant capacity (TAC) of the hydroalcoholic extract from fresh K. pinnata leaves collected in Vietnam and assessed the acute toxicity of its solvent fractions. Antioxidant activity was determined using the Folin-Ciocalteu assay (FCR), FRAP, CUPRAC, and the phosphomolybdenum (PM) assay. The reliability of spectrophotometric measurements was ensured through standard calibration curves, baseline correction, and triplicate analysis. Acute toxicity was evaluated in zebrafish (Danio rerio) according to OECD 203 guidelines. The results showed that the extract exhibited concentration-dependent reducing activity; antioxidant capacity increased with concentration and was closely associated with endogenous polyphenol content. The ethyl acetate fraction showed the highest toxicity toward zebrafish, with an LC₅₀ value of 34.2 μg/mL, indicating an enrichment of bioactive secondary metabolites. These findings suggest that Vietnamese K. pinnata leaves may serve as a promising source of antioxidant compounds and bioactive fractions for future bioassay-guided phytochemical investigations.
